Ron Carr has served as the City’s Assistant City Manager since 2007. Prior to assuming his current position, he was the City’s Finance Director.

Under the City’s present organizational structure, the Assistant City Manager also serves as the Finance Director, Treasurer, and Public Works Director. In addition to overseeing the Finance and Public Works departments, the Assistant City Manager is responsible for Human Resources/Risk Management, Information Technology, Public Information and Capital Improvement Projects. 

The City faces substantial fiscal challenges caused by the sub-prime mortgage foreclosure crisis as well as the deep economic recession in the Inland Empire. Fortunately, Perris is well-positioned to weather this economic downturn due to prudent financial management.  The Assistant City Manager will play a key role in providing information to the City Council in order to ensure Perris continues to stay financially strong and capable of providing increasing levels of service to the residents of the City.

In the coming year, the focus of the Assistant City Manager will be on development of a two year budget, integrating the McCanna Ranch Water Company into the City’s existing water system, participating in the formulation of a long-term infrastructure plan along with the issuance of tax increment bonds to provide funding, continue efforts to keep the City clean, graffiti-free, and well maintained, and take steps to improve the levels of customer service provided by the City.
