Human Resources/Risk Management
The Division of Human Resources and Risk Management is responsible for optimizing the City's human capital by providing strategic human resources management solutions and services to the various City departments through centralized employee programs, systems and processes.
The Division is also responsible for functions that minimize the exposure of the City's human, financial and physical assets to accidental loss through administrative program management and an aggressive risk management system that includes risk identification, evaluation and control.



Department Responsibilties
The Human Resources and Risk Management Division is responsible for directing and facilitating the following administrative programs and/or services:
- Policy, Contract and Budget Administration for Human Resources Programs
- Federal, State and Local Labor Law Compliance
- Recruitment, Examination, Selection and Orientation Programs
- Job Analysis, Classification and Compensation
- Performance Management
- Collective Bargaining Agreement Administration
- Employer/Employee Relations and Negotiations
- Employee Discipline and Hearings
- Employee Grievances and Hearings
- Personnel Related Investigations
- Employee Development and Training
- Employee Recognition Program
- Personnel Records Management
- Policy, Contract and Budget Administration for Self-funded Insurance Programs
- General Liability Program Administration
- Worker's Compensation Program Administration
- Property and Auto Insurance Program Administration
- Employment Practices Liability Program Administration
The Division partners together with other City Departments to represent the City in meetings with governmental agencies, community groups, and various businesses, professional and regulatory organizations, and to foster cooperative working relationships among City staff.
