City Manager

The City Manager is the executive head of the City of Perris organization and is responsible for the efficient administration of the City Organization.

The City Manager is appointed by the City Council to initiate and implement City Council policy, enforce municipal laws, direct daily operations, make recommendations to the Council, prepare and observe the municipal budget, appoint and supervise all City department heads and employees, and supervise the operation of all City departments.

In addition to overseeing overall operations, City Manager Belmudez directly oversees the Development Services Department. The department includes the divisions of Building, Housing, Neighborhood Preservation, Planning, and Redevelopment. Key projects for the upcoming year will be to establish a Citywide Strategic Plan, implementation of an economic development strategy and the annexation of western sphere of influence

Richard Belmudez has served as the City Manager since 2006. He previously served as the City’s Director of Development Services and Planning Manager. Mr. Belmudez earned his Bachelor of Science Degree in Public Administration from the University of La Verne.  He went on to complete a Master in Business Administration with a concentration in Management and Leadership from the University of La Verne in 2004.  He has over 17 years of local government experience.
