Perris Marks Ribbon Cutting for Inland Empire Technical Trade Center
 
PERRIS, Calif. (January 16, 2026) – The City of Perris marked a major step forward in workforce development today with a ribbon cutting ceremony for the Inland Empire Technical Trade Center at Perris, the first outpost of the Riverside Community College District’s regional IETTC Initiative.
This newly constructed facility is designed to provide hands-on vocational, and trade related skills training aligned with the needs of regional employers . Additionally, it will provide workplace readiness and job placement opportunities in quality career paths for residents of Perris and the Inland Empire region.
Located in the heart of Downtown Perris, the center is a two-story, 13,700 square-foot facility situated on approximately 3.5 acres of City-owned property at the northeast corner of First Street and D Street, within the Civic land use transect of the Perris Downtown Specific Plan area. The facility includes classrooms, meeting spaces, and job placement resources that will support certification and degree-related training delivered by community colleges, universities, nonprofits, and workforce partners. The facility is located within walking distance of the Metrolink station serving the Perris Valley Line, enhancing the regional accessibility of the Center.
“This is truly a landmark moment for our city and for the region,” said City Manager Clara Miramontes. “This center is the gateway for future initiatives to develop a network of these centers that will strengthen our work force and provide residents with alternative career paths that lead to higher wage jobs.”
The project was partly funded by a $5.5 million federal grant under the Economic Development Administration, supported by Congressman Takano. The facility will be operated by Riverside Community College District in partnership with Mt. San Jacinto College and is expected to host its first tenant in summer 2026. Training programs will focus on foundational and technical skills aligned with regional industry and workforce needs, including advanced and additive manufacturing, construction trades, aerospace and defense, logistics, and emerging technologies.
Mayor Michael M. Vargas emphasized the long-term vision behind the project and its regional reach. “I’ve been invested in this effort since my time as a school board member in 2010, with the goal of bringing something like this to our region,” said Vargas. “Through strong collaboration, we are now able to offer this facility not just to Perris residents, but to communities throughout the Inland Empire.”
Mayor Pro Tem Malcolm Corona highlighted the importance of alternative education pathways. “Many of today’s students are looking for options beyond traditional post-high school education,” said Corona. “This center gives future generations access to real skills training, and it’s encouraging to see community colleges and education partners come together to invest in the future of learning.”
Councilmember Marisela Nava noted the impact the center will have on Perris families and the partnerships that made it possible. “This is a very special day for our city, and we are grateful for a project that will directly impact the lives of our residents,” said Nava. “We are especially thankful to Congressman Mark Takano for his support and leadership.”
Councilmember Liz Vallejo pointed to the practical value of workforce trades and the complexity of delivering the project. “I’ve been amazed by the coordination and effort required to bring this center to life,” said Vallejo. “Trade and skills-based education provide meaningful alternatives, and I’m proud that Perris is expanding these opportunities for our community.”
Congressman Mark Takano underscored the importance of responsible public investment. “It’s important to use our tax dollars wisely,” said Takano. “Seeing those investments turn a concept on paper into something that genuinely changes lives is incredibly rewarding—and this project does exactly that.”
The Inland Empire Technical Trade Center at Perris will offer programs and certifications in areas such as welding, cybersecurity, aircraft mechanics, 3D printing, manufacturing, logistics and supply chain, electronics, robotics, coding, CNC machining, construction, and other high-demand fields. Apprenticeships and skills training will also be available to displaced workers, veterans, disabled individuals, minorities, and women across Perris and the surrounding region.
