All permit applications are submitted through the Accela Permitting Portal. For first time users, the applicant must create an account with an active email address. The Building & Safety staff will conduct an initial review to ensure a complete submittal, then route the project for review to applicable departments.

Prior to permit issuance, the building technicians will send forms needed for water, sewer, and school fees clearances to the applicant on record. The applicant will need to take the forms to the water, sewer, and school agencies, obtain signatures, pay any required fees, and upload final forms through the Accela portal. 

After a permit is issued, required inspections can be scheduled through the following channels.

Inspections scheduled by 3 p.m. on a business day will be completed the following business day. It is important to have your permit, job card, and approved plan set during your scheduled inspection to avoid project delays.

Overview:

Effective January 1, 2025, the City, in accordance with Assembly Bill 1332, implemented a program for the preapproval of Accessory Dwelling Unit (ADU) master plans by external agencies. This program facilitates the creation of standardized ADU plans by private parties through a comprehensive City review and approval process. The following preapproved plans can then be utilized for individual project applications.

2 Bedroom 2 Bathroom Plan - 909 sf.
3 Bedroom 2 Bathroom Plan - 1,194 sf.
Studio Plan – 499sf

External-vendor proposed PADU plans:

Please note that modifications to the city approved plans are not permitted.

Any modification to external-vendor plans requires the applicant to reach out to the plan preparer and obtain updated plans and other required materials. The modified plan must be reviewed through a standard plan check process.

This initiative aims to streamline the ADU permitting process by providing homeowners with a diverse catalog of pre-approved ADU plans, encompassing various types, styles, and sizes, readily accessible on the City's dedicated ADU webpage.

• Plan Updates: In compliance with California Government Code 65852.27, plan holders are responsible for updating their pre-approved designs to reflect any changes to building codes, policies, or zoning regulations.
