Yes, there is an annual renewal fee of $16, 008.45 per cannabis use regulatory permit. Every cannabis operation regulatory permit is required to submit an annual renewal application 60 days prior to permit expiration date to the Planning Division. If an applicant submits the annual renewal application less than 60 days prior to expiration date, they must provide a written explanation  detailing the circumstances surrounding the late filing.

Please keep in mind that it is unlawful for a business to operate without an active Cannabis Operation Regulatory Permit.

Yes, cannabis operators may chance entity ownership, entity name, or modify the premises (new interior layout, increased cultivation canopy area, etc.) after approval of cannabis use with proper prior approval from Planning Division. No changes can occur with a formal approval from Planning Division. Applicants must submit an application indicating the proposed changes and must have an approval from the planning division before implementation.

Cannabis operations are only allowed within two locations within the City. These areas are referenced as the “North Map” and “South Map”. Copies of these maps can be found at the following links below:

Cannabis Operation Regulatory Permits are tied to the location; therefore, it is important to confirm with Planning Division if a proposed location is within the allowed zones and area for cannabis uses.

The City of Perris is currently accepting the following cannabis uses:

• Cannabis Indoor-Cultivation
• Manufacturing (volatile or non-volatile)
• Distribution
• Testing

The City is not accepting applications for any new Retail Dispensary facilities at this time. 

The City is not accepting of non-store front marijuana delivery licenses or micro-businesses.

The City only allows for indoor cannabis operations. A mixed-light greenhouse may be acceptable but would need to meet all current Zoning and Building Standards. This would include screening, architectural compatibility with the surrounding uses, etc. A standard metal agricultural greenhouse would not be acceptable.
