SB 1383 requires jurisdictions, like the City of Perris, to plan for and implement several different program components in order to ensure that the State meets the goals set forth by the legislation. These responsibilities include:

• Evaluating the City of Perris’ readiness and capacity to implement SB 1383, including organic waste collection, recycling, and edible food recovery capacity
• Providing organic waste collection to all residents and businesses
• Establishing an edible food recovery program that recovers edible food from going to waste
• Conducting outreach and education to all, including generators, haulers, facilities, edible food recovery organizations, and city/county departments
• Procuring recycled organic waste products like compost, mulch, renewable natural gas (RNG), and electricity
• Inspecting and enforcing compliance with SB 1383
• Maintaining accurate and timely records of SB 1383 compliance

All businesses, schools, single-family and multi-family residences are required to:

• Subscribe to recycling and organics collection service through CR&R, Incorporated
• Source-separate trash, recycling, and organic materials into the designated containers 
• Businesses must create an internal organics and recycling program for employees, contractors, tenants, and customers where:

• Access to an adequate number, size, and location (indoor/outdoor) of containers is available
• Containers are color-coded in the following color scheme: black for trash, blue for recycling, and green for organics
• Educational information is provided on an annual basis demonstrating how to properly sort the three (3) waste streams into the correct containers (new tenants must be provided with this information within 14 days of move-in)

Please be aware that all waste containers are periodically inspected by CR&R as a requirement of SB 1383; city staff are then informed if contaminants are found as part of the City’s compliance and enforcement process.

As previously mentioned, SB 1383 requires that jurisdictions plan and implement an Edible Food Recovery Program in order to recover any excess edible food that would have otherwise gone to waste and have it donated for human consumption.

The Edible Food Recovery requirement categorizes businesses that may produce excess edible food as either Tier 1 or Tier 2 Commercial Edible Food Generators (CEFGs) and requires them to donate the maximum amount of surplus food to a Food Recovery Service or Organization. Tier 1 and Tier 2 Generators are described below:

To assist with complying with the Edible Food Recovery requirements of SB 1383, the City of Perris has partnered with the Western Riverside Council of Governments (WRCOG) to provide guidance and assistance with the compliance process for our Tier 1 and Tier 2 Edible Food Generators through the Regional Food Rescue Program.

To assist in reaching the City’s target for the procurement of recycled organic waste products required by SB 1383, Perris hosts several compost giveaways throughout the year. With proof of residency, residents can take home up to three (3) free bags of compost per event.

Compost is a nutrient-rich soil enhancer that helps to retain water, which is crucial for the health of plants, especially in drier climates. It also helps to reduce the need for harmful chemical fertilizers and pesticides, since it is a natural source of nutrients for your soil.
